Yes, I have been tutoring the ACT for ten years, and I have found the aforementioned comma rule (#3) on numerous exams. Here is an example from ACT Exam 0964E:

"...But all kayakers can appreciate the nuances of nature as they travel on water in this simple, but versatile boat."

A) NO CHANGE
B) simple
C) simple-
D) simple;

The correct answer is B. The clause "versatile boat" is dependent; therefore, no comma is needed before the conjunction.
