Why do you use only one loop across the first horizontal section and down the first vertical section but the bottom horizontal and final vertical section you use two loops?

Our local HS buys heavy duty plastic ties that are heavy enough to withstand
the impact of lacrosse balls. They are approx 14" long and about 1/2" wide.
I was hoping to find out where I can get them but i don't see anything on Youtube.
