Lieutenant-Commander Gerard Broadmead ROOPE, Royal Navy. Captain of H.M.S. Glowworm recieved the Victoria Cross based primarily on the letter from the German officer.

Fun fact:
Glowworm was unique in her class as she had pentad (or quintupple) launchers rather than the standard quadruple that would be on all British DDs from the As to the Hs

Not just any Victoria Cross no less! And when the First Officer of the Glowworm came back from capitivity at war's end, they awarded it to him! RIP, brave Captain .

Only 2 other VCs were awarded based on the recommendation of the opposing force:

One of them was for Frank Durrant, a sergeant in the British Army who, during the St Nazaire raid of 1942, continued to attack enemy positions and even a German destroyer even after being shot all over. He later died at a German hospital. The captain of the German ship recommended him for the Cross.

The other was Lloyd Trigg, a New Zealand officer in the RNZAF, who on his first ever mission, sank a U-boat even after being shot by cannon fire multiple time during his run. His plane crashed soon after his run killing everyone onboard. The surviving U-boat captain recommended him for the award, making him the only VC recipient to have been recommended solely by the enemy.
