Setup rows:
Row 1: knit across heel flap sts
Row 2: sl1, purl across

The main part of the heel flap:
Row 1: sl1, K1, RT across to last 2 sts, K2
Row 2: sl1, purl across
Row 3: sl1, K2, RT across to last 3 sts, K3
Row 4: sl1, purl across

Last row on the right side: *sl1, K1* repeat across

Then do a heel turn.
