Why is Gelfand playing under ISR, while Nepo and Dubov are forced to play under "FID"?

quick draw on all top boards? - FIDE punished Ian and Dubov for doing it in 2023 with 0 score. Dubov would have tied for 1st place otherwise. they should put all 8 players to 0 for this action. in 2023 there was also no rule that you could get score of 0 for playing the knight back and forth in the initial position. Considering all this jeans scandal. FIDE likes to stress that they only followed rules, but what they mean, they change rules as they wish.
