Minecraft Portal Travel Sound Origin

The nether portal travel sound effect is an Absynth preset (Cosmic Wind)
There are a few other presets in Absynth used in the Minecraft soundtrack, let me know if you wanna see them.

It has been discontinued and is no longer sold. The only way to get it is through piracy which I do not condone.

C418 said he loved Absynth, especially its mutate function. Moog City is also made with Absynth, I believe.

So Minecraft sampled the Absynth Cosmic Wind default, but Halo has a pug making the enemy snorts and grunts

They did the same with the old Steve hurt sound "Ough!" And the cow sound too. Both (along with the rest of the animals i think) were all free sounds online, which makes sense because back then this was one man working on a game back in 2010. The villager and zombie and grass sounds and creeper sounds and spider sounds however were all made by C418.
According to C418, one day he had a bad throat for a week and he thought that it was perfect time to record the zombie sound. The spider sounds were made by like a rubber hose, the creeper sounds was initially a placeholder but Notch and C418 thought it fits so much that they kept it. The villager sounds were just C418 going "hmmm" in a microphone. And finally, the grass breaking and placing sounds were made by messing with a tape recorder
