2018 Ford Mustang issue Adaptive Cruise - Driver Resume Control problem

My Mustang started doing this at about 9 months old and 2000 miles on the odometer.
Cruise control is NOT turned on.
At first, it was random. Eventually the 2nd dealer "adjusted" the front radar and made the problem 10x worse.
It now occurs nearly every time I come to a stop behind another vehicle.
Weirdly, it seems to happen more often when the seat belt is disconnected.
After 9 trips to the dealer, Ford is now claiming this is "normal".
