Homelander absolutely. Omni Man is uncertain because of smart atoms. Superman absolutely not because of the bioelectric field and he can also just vibrate his molecules like Flash.

(Update: I just remembered Doomsday has a biological decay field and Superman manages to resist the effects of that…soooo Shigaraki’s power definitely doesn’t work)
