"Bald" Neptune is the king of the sea and "strong" Neptune is the god of the sea. Because the strong one lives in other dimension and the bald one in a castle under the sea. Plankton steals the crown because the castle is in the same dimension but the other one lives in other dimension.

Something that bothered me even more is how the fishes act as if King Neptune being bald is weird even though most of the fishes are bald too

Mindy actually had a cameo in Spongebob’s Big Birthday Blowout, her first appearance in the main series. Goofy Goober has also appeared as an actual location in Patnocchio and The Goofy Newbie (and possibly others). This is because the firewall with Paramount is over.

Maybe the movies take place in an alternate universe from the main show

The movie comes in at the end of the official timeline so maybe the one in the movie was the heir to the throne after the one in the series. That would make sense considering they have different kids and it takes place at a different point in spongebob history.

My theory is that they’re both King Neptune. In “Krusty Towers, ” Squidward said he wanted his hotel room redesigned with a Neptune XIV style. That tells me that multiple mermen have held the title of King Neptune over the years. Perhaps the movie version is the successor to the version seen in the series
