I'm glad you mentioned the change in temperature over the "seasons" of Neptune... I had my suitcase packed for spring weather. It would be embarrassing to show up and have to immediately buy temperature appropriate clothing at Neptune's Walmart. I'm probably going to have to rethink the water skiing trip as well...

I think Neptune missions keep getting canceled because of the great distance involved. A lot of time would be required to reach Neptune, which would be hard to justify to an impatient Congress looking for relatively quick returns on investments in NASA. So missions to Mars, Venus, and other planets closer to Earth make more financial and political sense.

the only reason why i think majority of extraterrestrials have not visit us is probably because we're millions of light years away and that they see earth from what it was million or billions of years ago, the ones that "presumably" visited us just happened to be either close by or accidentally bump into earth
