Ideally, you want to have two or more locations for production that are on opposite sides of the town. This helps take load off one side of the network. You should also keep multiple routes for items to take.

To me it looks like having your water drop off at the next node which is a water node, you've basically doubled the water going through that node, which is more than can be handled. I would have had the second water take a different route since things are both dropped off and picked up at nodes meaning the more you have on a single route the less you get done.

But that's just my observation
