The video shows the woman - who is white - holding the dog by its collar and threatening to call police, after a man - who is black - asked her to leash it.

He should have just ignored her initially, instead of instigating this. Whether her dog is or isn't on a leash, isn't his business. It's not his place to tell anyone what to do.
He is NOT a police officer. He just walks around the park telling people what to do and they must obey? He better not try pulling this stunt with me. It won't end well, for him.
