How to solve emulator failed to launch / connect to VS Code issue. (Working - March 2023)

Solving failed to launch *device name* : Error: emulator didn't connect within...
Tip: Cold BOOT Emulator Device ( This seems to fix this issue for me most of the time ! )
Requirements:
Android Studio latest version
VS code latest version
Note:
You can try restarting your device(desktop) first.
This method will erase all data from the emulator storage.

i solved the peblm for the first time but when i closed vs code and back to execute code in avd the same problem happens🤕
