Just ran into this issue today.. followed the steps exactly and it worked for me. I did notice that if I didn't go to the "Program Files" right after my PC rebooted, I encountered the error "File in use" when trying to delete the "Riot Games" folder. However following the steps again with the "sc delete vgc" and "sc delete vgk" --> restart --> open Program Files right away and delete, worked for me.
