There is a hidden benefit: it makes counter-battery radars useless. Those track incoming shells, and work backwards from the ballistic trajectory to work out where it was fired from. But if the shell can adjust that trajectory mid-flight, the counter-battery fire would be called in on the wrong location.

One more benefit of excalibur shells is that counter battery fire is impractical because it actively changes its trajectory so ballistic calculation to fire at won't work.

Something else that helps balance the cost, is the lower wear on the barrels. Even a ten to one reduction means the barrel lasts ten times longer.

I shot (well my howitzer section and I) the Excalibur round in 2010 in Afghanistan. A US Convoy was on patrol out in sector, and an insurgent force was prepping an attack on the convoy. They didn't want to use attack aviation, so they called us. We shot the round and it impacted inside the area the insurgents were at. They scattered immediately realizing they were compromised. We could have followed up, but no additional mission came.

Price ratio isn't as bad if you consider easier logistics and higher survivability of own units on battlefield..
- less shells, less propellant to fire them = fewer supply trucks and needed personnel, they can do something else
- if instead of firing 10+ shells you fire 1 or 2, you win artillery duels/ stay in one spot shorter. Every saved self-propelled howitzer is worth dozens of those high-tech shells

What's interesting to me is the electronics that can reliably withstand these accelerations. Fully believable though, considering smart anti-aircraft rounds in WWII had to operate without transistors -- they had vacuum tubes!

They will probably be used on high value targets - supply dumps, ammo dumps, rail nexuses, and command facilities. Maybe air defense vehicles too.

The cost isn't as expensive if you compare it to the 50 possible dumb shells at the upper end of the required number to service a target which would cost $40, 000 to shoot, and that doesn't even consider the wear and tear saved on the artillery guns.
