This is interesting because it shows precisely how Regina is still holding back from the final step, why she _can't_ wake Henry with a kiss. She loves him. She truly wants to save him, she's sorry...but what _exactly_ is she sorry for? That matters.

She's sorry Henry is dying. She hates that Henry ate the apple. She regrets her part in Henry's current state. But she still doesn't regret her evil _intentions_ . She's not sorry she tried to curse Emma, she's sorry it hit the wrong target. She's not sorry for the Dark Curse, she just hates that it's gone wrong. She's not sorry for separating Jefferson and his daughter (granted, Jefferson was not an innocent victim), husbands and wives, brothers and sisters, for forcing people into each other's beds and away from their loved ones by force. She's sorry Henry is dying, but not sorry for the whole sequence of events she set in motion, she's just sorry it went wrong.

She still isn't ready to change, to face up to the fact that the woman in the mirror is the problem.
