a lil tip that i picked up. harbor freight sells clamp on straight edge and if you have a battery powered circular saw you can do stock breakdown in the parking lot. once you have a straight edge from your first cut you can mark out your lines or even use a chalk line. many ways to do it you just gotta find a way that works for you.

Maybe adding a lip to those boards could prevent water spillage from going all over the floor and other tanks

Half inch off, but on the long side, is much better then half an inch off, on the short side.

Yes spray paint goes on really thin and doesn't cover much. It usually looks pretty crappy because it's so thin too. The can is mostly solvent and propellant.
