This means Rayleigh getting Luffy to spend 2 years training was intentional.
If he believed Luffy to be the one to surpass them then he needed him to meet shirahoshi at the correct time. :)
Otherwise the straw hats would have been 2 years too early like the Roger Pirates.

In One piece world, Joyboy is one who liberates people to have freedom and happiness. During his time, Joyboy promises the fishmen and then Poseidon that he would help them to see the land above water. The plan was to build an enormous ship that could occupy the entire fishmen tribe and using Posideon's ability to command sea kings to steer the ship he would finally take them to the land of sunshine. But for some unknown reasons he couldnt fulfill it.

Ok so. Shira told luffy that for about 10 years she has been targeted. She was started being targeted in 5.that means she was grown up as a ruler in 15 and luffy met her in 15

Based on Roger and Rayleigh said, Its pretty clear to me that they didn't find/see One Piece but instead other things that left in the last island for example the poneglyphs and joyboy's prophecy/story about the missing piece (one piece) that's why they laugh. Other reason is they came too early, the one piece isn't born yet. Like Rayleigh said "One piece huh, I wonder who will find it" they're referring to Luffy. Because Luffy is the One Piece all this time.

So these numbers are for shirahoshi:
10 years to be born- shirahoshi was born 10 years after Roger.
15 years later Shirahoshi will awaken and be able to properly use her power.
Or the 15 years later are referring to Luffy (Luffy would be 4 or something, since Shirahoshi was born 10 years after Roger death and Luffy was born 6 years after Roger death so 15 years until growing up, tbh could work for either of them honestly)
Can't be momo bc momo was already born by this time and the other king is said to be from a distant sea.
Now Luffy 100% sure don't want to be a king (Joy boy probably didn't wanted either that could be the reason why they lost to the world government centuries ago), so that's why "this time will work out", but Roger was sadly 25 years early, he did discover the one piece and the lost century but he probably couldn't unlock it or bring it bc it's needed the two kings (Luffy and Shirahoshi) and the other 2 legendary weapons who will only awake for them.

after chapter 1043 and 1044 now we can confirm that the 2 rulers are indeed shirahoshi (Poseidon) and Luffy (Joyboy or Sun God Nika)

The two rulers that they're talking about are luffy and shirahoshi. The sea king said the two rulers will meet again one day. Basically, luffy is like the reincarnation of son god nika, while shirahoshi is the reincarnation of poseidon. Luffy will be more than a pirate king in the future, he inherited the will of joyboy so he is destined to finish that will so that's why roger said that person will surpass us. So he will be more than just a pirate king.
