Generally lower ranked salute the higher ranked ... doesn't matter what cadre...this is part of uniform discipline, that too given, the recipient deserves it !

Indian defense forces are well disciplined and they salute even their peers in other services. I am a Joint BDO and often Assistant Commandants of BSF or CRPF address me as Sir and even salute sometimes, though they their pay scale is higher than me!

Salute is to the rank and not the man donning the ranks. Secondly, salute is a way to indicate that the saluting person is a friend and unarmed.

Army CAPF and Police form the bedrock of protection it's all about mutual respect, one must understand that Colonel sahab becomes Colonel after 17-20 years of service same is the case of CAPF 17-20 years are required, however SSP rank can be achieved in 10 years easily technically Army Colonel and CAPF commandants are senior to SSP but it's about mutual respect
