Its also what prevents a black hole from instantaneously devouring its accretion disk(the the bright ring around it). The matter in the accretion disk is spinning around the the black hole as close to the speed of light as physically possible. In order to fall into the black hole, because of conservation of angular momentum, the matter would have to accelerated to the speed of light which it can't do so it just stays orbiting right outside the black holes event horrizon until collision with other particles in the accretion disk slow it down enough for it enter the black hole.

Note that its impossible for the sun to become a neutron star since it is a type G star and does not have enough mass to even go through the process
