Kardeshev civilization scales are not meant to be taken so literal. Type 1 does not mean we will get energy from every thing that we can on the planet. It is simply a measurement of the amount of energy we get from Sol that is compared to the amount of energy we can produce and use. Yeah, I suppose one day, we can obtain energy from shifting continents but it is not meant to be taken quite so literal. It is just a scalar way of looking at a civilization's ability to produce and control a certain amount of energy.
