Focus is off and the moving is from air currents in atmosphere. Ideally, Sirius would be a bright pinpoint of light. Through a good telescope, you will also see that Sirius is a double star. Since Sirius A is very bright (magnitude -1.47) and Sirius B is much dimmer (magnitude 8.4), and they are very close, these two stars can be hard to see clearly.
