One issue. Ki attacks aren't inherently tied to Power Levels--but instead techniques. Even someone in the single digits could use a kid blast, it's just the strength that's different. A younger Goku, who was under Roshi's own PL, could still use the Kamehameha. And Yamcha, weaker than that, was using the first ever ki attack in the series long before he met Goku.
