Wow, the "refuse to work / you don't eat" rule would revolutionize cities! Imagine soup kitchens and other outreaches having the requirement that if you wish to eat there, you commit to serving that day or the next time or whatever. Whether it be washing dishes, serving the food, cleaning up after, whatever is needed, you don't get a meal unless you help out. It would infuriate so many people!
