In 00:04:05 it s not "your date of arrival in France", but the date when you started being economically active (date of 1st day of work / paid employment), and not when your 1st payment arrived (First you work, you get paid later).

1. Is a company registered in France (with Non-EU based owner) which does not cross the domestic selling threshold of 82, 800 EUR obliged to register for VAT?
2. Is company registered in France (with Non-EU based owner) obliged to appoint a Fiscal Representative?
3. Could a French company not registered for VAT claim the input VAT paid during imports and the VAT paid on services received in France?

You can also request & get a French Tax Number BEFORE you actually arrive in france, and you can also indicate a foreign address, on the grounds that you need that Nr., because you know that you will eventually need one (because you have a reasonable expectation that you will either get a job, or that you will set up shop and will start generating revenue).

Clarification: 🤦‍♂️ While the Préfecture could ask you proof of having received a Fiscal (Taxation) Number (i.e. prove that you have one), the Préfecture does not deal with Tax related things.
Tax stuff is dealt with by the Direction des impôts.
Foreigners in France, as well as French nationals, have reasons to pay a visit to the Préfecture, but for other reasons, (e.g. work permit, immigration, passports, driving license etc.)
