I think both ventilation and perfusion are more efficient in base. Usually in physiology classes they use the a long spring to simulate the process of distribution of air and blood flow in the lung. So, as the lower side of spring has more potential to be stretched out, the base part of the lung ventilate more efficiently.

I have to correct a bit here.The ventilation and perfusion are both better at the base individually speaking but their ratio is better at the apex which means even though apex has less ventilation still it has even lesser blood flow which makes V/Q more than 8.0

there is not less CO2 in the apex because theres less blood flow but because of the mare inverse gas relationship between oxygen and carbondioxide. When CO2 goes up O2 will go down as well and vice versa.
