Tragedy and tension in Brazil ahead of Rio carnival

The internationally famous Rio carnival kicks off at the start of March, and the street parties have started already. But 2019 has also seen a number of large scale tragedies across Brazil, while local government in Rio are scaling back the size of the carnival. Will the carnival spirit endure?
