Longwei power supply not functional

Here are the two power supplies I received.
The unit to the right is not functional. Initially it displayed zeroes but after a few seconds these became dim and then turned off.
The unit to the left was functional from start but as you can notice in the video, on occasion, the top segment of the rightmost Voltage digit turns off. I am worried something will fail on that one as well.
