Heads up: The "before" preview here is equal to "Nearest neighbor" resample mode, which you would almost never use (pixel art being a notable exception).
To demonstrate what Preserve Details 2.0 brings to the table, you need to compare it to bilinear and/or bicubic.

You know that the dpi setting is meaningless for screen, right? What matters are pixels. Screens don't have a DPI, print has a DPI, or rather PPI. The DPI setting is basically metadata which is embedded in the file instructing a printer at what resolution to print at. If you don't click resample then the dpi value has no effect at all on the image, it just tells the printer how big or small the final photo will be. If you click upsampling and change the dpi value then photoshop adds or removes pixels accordingly.
