These are some valuable pieces of advice. Also I agree with the fact that PS4 network testing isn't accurate, don't bother yourself with that, it's on Sony's side. For downloading, I guess you will have to use whatever speed you get and for gaming as long as your download speed is above 6mbps and upload speed is above 1mbps then you are fine. Also it's good to mention that some routers (especially those gateways given by ISP) will not be good for gaming and they're usually the issue in your network. A decent router should do the job.

I just got a tp link powerline adapter. It’s actually amazing. My router is downstairs and on the other side of the house so I didn’t want to run a Ethernet cable around the house.

Im an industry expert in IOT and this is a great video. I would argue that a VPN wont improve true speed (latency) but may make it appear as though you are getting faster rates depending on what test server it is being tested to.
