Supercapacitor as a power source

Supercapacitors have very high capacitance and can therefore store lot of energy, which makes it suitable to be used as a power source much like a battery. However, as the stored energy is being drained, terminal voltage of a super capacitor goes down exponentially, much like any other capacitor. To achieve constant output voltage over a wide voltage variation, a switching regulator is used. The following file includes further analysis

If we want to do switching of supercapacitor and battery when the load is motor. If motor takes high current and we want to switch it to supercapacitor during transient load. For switching during battery to supercapacitor and after supercapacitor is discharged the switching will be supercapacitor to battery. Please help me for the switching circuit.

I have a few questions if you don’t mind.
-Can a capacitor be ruined from not having a charge for a long time?
I bought a box of scrap electronic boards to tinker around with but didn’t but realize how much there was to everything. Now when things break, I take them apart to salvage parts.

I have seen people use a screwdriver when dealing with capacitors to short them out. Can you explain how they do that? I don’t know so I leave them alone but I want to learn.
Are there positive and negative sides marked on them? I do know there are many types.
