I think of it as like fusion, but in reverse.
If a fused character isn't just as strong as the two added together, but multiplied many times, then the opposite should likely also be true. The nameless Namekian's power was split in half AND THEN divided by some unknown large amount.

Nameless Namekian wanted split himself because he had evil inside but he not wanted his evil side to be too strong, too dangerous so he somehow nerfed himself before split. That's only my theory, please be kind :(

A random Frieza Force soldier is stronger than 23rd Budokai Piccolo and Goku put together. Piccolo leveled an island during that arc.

Piccolo is already at 1300+ (3500 peak) when vegeta lands on Earth. He gets stronger in the "otherworld" while waiting (for MONTHS) for Bulma's ship to get to Namek. Nail has 42000.
Frieza base form is about 530, 000. Frieza's second form (tall bulky) is over 1 million. Piccolo can stand toe to toe with Frieza's second form right after fusing with Nail. Which means he is at over 1 million as well, maybe a little lower than Frieza.
Now remember, Goku caps out at 180k right about then.
While it wasn't explicitly said at the time, Piccolo WAS the strongest "good guy" in the franchise between being resurrected on Namek and leaving Namek. Goku only passed him in power AFTER being healed from the Ginyu fight which ends up right after Frieza went final form (60 million - he only reach 120m after powering up against Goku SSJ. Goku was at 150m while SSJ)

A side note here. The average power of a Frieza Soldier is about 1000 to 3000.
