It's not off limits AT ALL.
Those signs are just rich assholes that don't want tourists driving through their neighborhood.
You can safely ignore all the signs that aren't in a gated neighborhood.
Any road maintained by the city or the state are part of public easement and you have every right to take those roads as much as you want to get closer to the sign.
Just because a sign says you can't do something doesn't mean you legally can't do something.
It just means someone put up a sign. Nothing else.
