Command prompt is enabled on my Windows 7 but it does not open when I click on "run as administrator"

In my pc there is no option of run in customize start menu also so when I try to use win+r there is a pop-up came saying " This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator ". So please help
