"Jesus said to them again, 'Peace be with you. As the Father has sent me, even so I send you.'
And when he had said this, he breathed on them, and said to them, 'Receive the Holy Spirit.
If you forgive the sins of any, they are forgiven; if you retain the sins of any, they are retained.'"

"When a man is guilty in any of these, he shall confess the sin he has committed,
and he shall bring his guilt offering to the LORD for the sin which he has committed, a female from the flock, a lamb or a goat, for a sin offering; and the priest shall make atonement for him for his sin.
Then he shall offer the second for a burnt offering according to the ordinance; and the priest shall make atonement for him for the sin which he has committed, and he shall be forgiven."

John 20 specifically shows the establishment of the Sacraments of Holy Orders and Reconciliation. Like in the Old Testament, the people went to the priest to confess their sins to God and, through the office of the priest, the Lord forgave them. Likewise in John, Jesus bestows that same power and authority to forgive sins to His Apostles through the Holy Spirit.
Many Protestants, such as John Calvin, rejected this belief. However, the issue with Calvin's interpretation is that he is committing eisegesis (reading one's belief/idea into a text) by introducing the idea of preaching into John 20. The issue with this is that John 20:21-23 does not mention preaching, but rather it speaks of Jesus specifically sending out the Apostles to forgive the sins of others.
