Because of her being in crystal she lagged behind others exactly
She isn't Ackerman to get backup from her bloodline, she's just a human who is well trained to be strong so being in crystal to years she'll be weaken while others r growing n getting more experience.

Season 4 Mikasa wins with Low-Mid Diff, Mikasa is as powerful as Levi, she has Thunder Spearns that can easily penetrate Annie’s Skin, and has four more years of experience in comparison with Annie who still has her Season 1 experience.

Here’s the thing. Annie has the skill advantage, and if the fight goes to the ground, Annie has the edge, and can nullify Mikasa’s reach advantage. If both are in human form, Mikasa has the strength advantage and most physical advantages go her way, too because of her biological makeup. I’d argue that as long as the fight doesn’t go to the ground, it’s Mikasa’s to lose, as much as I love Annie.

Now if Annie gets into her Titan form, I’d say she wins. Mikasa is insanely strong and skilled, but I don’t know if she can get past a Titan shifter who wants to live. Eren didn’t, but Annie very much does, and will protect herself as a result. Could still go either way, but the winner of this fight really depends on circumstances.
