What if I wanna switch between open tabs like that but I wanna set it as F3?

When I proceed like this and let go of the command key (having reached the app I want to switch to) often a seemingly minimised version of the app is active i.e. I don't see it, and have to manually click on the app in the doc to make it visible/open. this happens even though the app was not minimised when I last left it. any ideas how to change this? thanks
