Fix for 'Could not open input file artisan' (Php) Server Error

Here's how to fix the annoying "Could not open input file: artisan" error when trying to start your Laravel server with Php and Linux.

my problem is that I am already inside project file, but still can't run this command, or Tinker command ... same issue. But it works with another project, can't figure out why?
