Yuval Noah Harari is a historian. He knows that there have been extremely good as well as evil rulers in the past. No amout of religious teachings or philosophical teachings could create a world consisting only good people.
The electronic technology made AI possible. So it is a product of technology. It is capable of starting chain reactions based on its *best* judgement. America chose to drop two atomic bombs on Japan because the rulers thought that was the best judgement.
How does that become wiser than a similar judgement made by AI?
The unpredictability of history is because of the unpredictability of human judgement. AI is human creation and the danger we see from AI are essentially the danger of human understanding.
Earlier wars were much less horrible because they were fought with less destructive weapons. But we are told accouts of inhuman massacres in history. Now we have weapons of mass destruction. The consequences of modern wars are to be expected to be far more destructive and horrible.
That is not because of AI. That is because our science showed us how to make weapons of mass destruction along with how to use natural forces for running gadgets for our security and comfort.
Knowledge is power. It can be used either for helping to save lives or destroy lives. You cannot say we don't want knowledge to be used for destroying lives. We cannot ban social media. We cannot stop AI from being developed further.
I don't know whether Prof. Harai thinks we can.

Disruptive cutting edge tech like AI will replace every role humans play in a society. It will not only snatch economic opportunities but will turbocharge the existing divisions and bias. Decision making power on the direction and development of technology is restricted to silicon valley elite. Regulation and oversight is necessary.
