Cars can travel at over 100mph, its up to the driver to ensure they dont break the speed limit. So why restrict a bicycle?

The crazy thing about it all is that my ebike has a top pedal assist of 15mph, but on the same bike, without the motor turned on, i can roll down a reasonably step hill and hit 30mph very easily. On my normal 21-speed bike, i could hit 40mph down the same hill. It makes no sense at all.

For those who don't know here in france (for example but I'm pretty sure it the same in Europe) our e-bike and electric scooter are legally forced to stay at 25 km/hour for safety, and this is how they test that you didn't modified it to go over the limit
