You told that in the effective nuclear charge ...the attraction power made by nucleus (to attract the last shell ) is decreasing as due to the presence of other shell in between so the attraction power is decreasing ....
But the formula that you told is that Z*=Z - sigma ( where sigma is the power of attraction by the nucleus) ..
So as you told earlier that the power is decreasing ...so according to that then we should add the power ....
Why are we decreasing....
