Even if this thing had zero frictional losses and zero air resistance, it still has to do work, which requires an energy source. Any system that can do work must dissipate (expend) energy. Hidden somewhere within this contraption is a battery (stored energy device subject to depletion or dissipation). The instant any system is subjected to work (resistance), it requires energy. The vertical momentum is the counter momentum of horizontal which makes that the wheel stays standing still.
Giving the wheel a rotation doesn't change that.

i believe one thing u can make 1 small battery which u can recharge, move a big wheel with some of slow movement to max, untill 220, in a generator and then produce the 220 and use, but requires external help, but this could generate more than the 12 wolvs so be considerate!
