A city I used to live in gave me a ticket for doing that. The street was packed with cars on one side, and on the other side, it was torn up due to a sink hole being repaired. I was playing musical cars trying to get a car out of the garage and had to go inside to get the keys to another car, but it took a couple of minutes to find them because it was my project truck. I came back out to a citation taped onto the body of my car. Meanwhile, the broken down vehicles on my street that had been parking in their front yards for years didn't receive a citation.
That code enforcement officer hated me with a passion by the time i was done destroying her in court.

In my area (which is NOT drought prone), they actually run PSAs every spring/summer suggesting that you wash your car ON YOUR LAWN so that the water isn't wasted (e.g., absorbed by grass rather than evaporating or going into storm drain).

Additionally, a cost factor in your water bill (storm water) is based on the rough percentage of your land that non-permeable (e.g., concrete, asphalt, etc.)

I got a warrant round up letter in the mail for a ticket I never received. i went to the clerk at the court house and they found the ticket they were supposed to send me in the file. Since I never got it because they never sent it. They dismissed it. I could have been arrested for their incompetence.
