Ronald Reagan worked to end the Cold War through speeches, weapons buildup, and diplomacy.
On Reagan's watch, military spending increased significantly, especially on projects like the B1 Bomber and MX missile systems. However it was the Strategic Defense Initiative (aka, Star Wars) that was his administration's most ambitious project.
When Mikhail Gorbachev rose to power in the Soviet Union, his reforms made it more tenable for a detente in the Cold War, specifically, his glasnost and perestroika reforms. Additionally, the United States worked with the Soviet Union to reduce the number of nuclear weapons each possessed in the INF Agreement, then START I and START II.
