The launch date for Flight 5 has become a hot topic of controversy recently. With the FAA’s previous decision, it seemed we’d have to wait nearly two months for the flight. However, a surprising new revelation just emerged, suggesting an earlier launch date.
Specifically, a Hazardous Space Operations notice for the Gulf of Mexico indicates that rocket launch operations are scheduled near Boca Chica, Texas. The primary date is October 12, 2024, with backup dates listed for October 13, 18, and 19 from 7:00 a.m. to 8:10 a.m., and October 14-17 from 7:00 a.m. to 8:40 a.m. This suggests a potential launch window spanning about a week, with October 12 as the primary target.
Such notices are usually reliable since agencies rarely issue false alerts for sea operations. Previous Starship missions have had similar announcements ahead of flights. If true, this would be an exciting development, especially since preparations for Flight 5 are nearly complete. The OLM and tower systems have been upgraded and tested, both rocket stages have finished their upgrades, and integration testing is done. Should the dates hold, SpaceX could begin the Wet Dress Rehearsal and final system installations in time.

However, it’s important to note that these launch dates are not yet published by the FAA. Without FAA approval, the anticipated launch is still uncertain. A source recently indicated that the FAA would stick to its November 9th decision timeline. The FAA’s statement reads: "SpaceX’s current license, which authorized the Starship Flight 4 launch, also allows for multiple flights of the same vehicle configuration and mission profile. However, SpaceX’s proposed modifications for Flight 5 triggered a more in-depth review. Additionally, in mid-August, SpaceX submitted new information regarding the environmental impact of Flight 5, which covers a larger area than previously reviewed. This requires the FAA to consult with other agencies."
SpaceX must meet all safety, environmental, and licensing requirements before the FAA can authorize Starship’s next launch. The FAA has stated, “A final license determination for Starship Flight 5 is not expected before late November 2024.” This news has dashed many hopes, leaving everyone disappointed once again. Despite growing criticism, the FAA has shown no signs of speeding up its processes.

If SpaceX is smart (and I think they are), they'll launch flight 5 on the same flight profile as flight 4 and modify the current license request for flight 6. The FAA would find it very hard to delay the launch license for flight 6 based on what amounts to a paperwork modification. This gets flight 5 and 6 launched before Christmas.

The FAA has been in bed with Boeing for decades. The FAA allowed Boeing to do its own safety approvals which led to Boeing’s safety issues. In addition Boeing has wide support within congress. It is likely that the FAA has been getting suggestions.

I think there should be a completely new organisation created specifically for space related matters - leave the FAA to deal with aviation only. I don't believe the FAA as it is, will ever adapt to the current space industry needs - and from what I have read, the organisation is completely stuck culturally - and it takes a long time (and skilled management) to change the culture of an organisation - so better to split off the space part and start from scratch.

Yes, we either update the FAA to keep up to developement, or get rid of it regarding space travel, and setup some other FAIR and capable oversight regarding space travel specifically

We need an organization other than the FAA to handle space industry observations and licensing. The new organization must NOT be under government control, or it will become a political tool like the FAA today.

I could see SpaceX deciding to launch without attempting a recovery of the booster at the tower. They have other rockets ready to go and could test the catch next flight in November.
