Just visited DMV website. This is not anywhere to be found; which makes it illegal. No?

From what I can research from this Rplate is in state law I can just have a normal metal plate in the front and have the Rplate in the back. I am concern about the registration payments. Do I have to pay this monthly and im good in renewal or I have to pay for both monthly subscription plus the annual renewal fee.

I'M NOT PAYING FOR A $700 TAG, NICE TRY UNLESS THE STATE PAYS FOR IT AND CAN PROVIDE ME WITH A ITEMIZED RECEIPT STATING THAT I DON'T NEED TO PAY FOR IT AS IT IS PROVIDED BY THE STATE I LIVE IN AND ITS MANDATORY FOR ALL DRIVERS TO HAVE ONE ATTACHED TO THEIR VEHICLE, THEN I'LL USE IT IF THE STATE GIVES IT TO ME FOR FREE, IF NOT THEN THIS IDEA WILL NOT BE ON VEHICLES IN OUR WORLD!!!! :-P

The DMV unions won't like it if it puts their members out of work. Good for taxpayers. After going through the California DMV gauntlet yesterday, I would love to see these plates on my vehicles ASAP!
