Philosophically, I believe money is one of the lesser components of power. There are many other factors to power. Knowledge is power. Power is power.

Many people don't even realize that Vatican City State is independent from the Catholic Church in which the Pope is both the elected Sacerdotal Monarch (King) of Vatican City State and the head of the Catholic Church. What is left of Vatican City State is of the Papal States which made up central Italy in which the land was taken by the Kingdom of Italy.

But of course Nations don't actually own their Banks this is also true about Vatican City Bank.

So yes the Pope has tremendous influence not only as a world leader in which Presidents and Monarchs are his equals but also he is the head of the Catholic Church which has 1.3 billion Catholics and even though other Christians wont acknowledge him as the leader of the Church he speaks on behalf of all Christians around the world. So when he addresses diplomatically as a world leader he is also speaking on the behalf of Christians around the world.

This also places the Vatican as being neutral in foreign matters which is why the Vatican can't join the United Nations and other world governments but still the United Nations recognizes the Pope as an advisor to the United Nations.

Most of them rely mainly on contributions from Lay Catholics in order to maintain their facilities.

Caritas, the umbrella organisation for Catholic aid agencies, estimates that spending by its affiliates totals between £2 billion and £4 billion, making it one of the biggest aid agencies in the world.

Even small scale charities are done in most of the 200, 000 parishes in the world, such as kindergartens, soup kitchens, public outreach etc..

but first he'd need to claim a valid casus belli (this means "reason for war" in Latin)
