Even if it doesn't have hurricane force winds, it can have a lot of water to dump. Just keep an eye on it.

Mistake #1: calling a system a potential cyclone in the Gulf of Mexico, cyclones are native to the Indian Ocean just like typhoons are at home in the far east and Guam…the Gulf of Mexico - like the Atlantic has hurricanes….they are all the same — it’s only the location that determines the name

Cyclone is not the correct term. Cyclones originate in the South Pacific and Indian oceans.
