Dear sir, even if the pulley had mass, if there was no static friction for the rope to make the pulley rotate with it, tension still would not change. If the rope (assumed light) was sliding on the pulley without friction, the tension would still remain the same on both sides, irrespective of whether the pulley had mass or was light enough.

Can someone give an explanation as to why tension is different on both the blocks. I mean it's necessary to cause rotation of the pulley but isn't it contradicting the fact that tension is same throughout in the case of massless string.

Since there is one rope attached to the boxes show you should take only one Tension i.e. T and then create two equations for each boxes.
