The thing is Kaufmann wasn't even told to do this. He just went and did it. His job was to protect the frontier and scout out any potential navigable rivers. The Czar was even taken aback by the news. Russia conquered central Asia by accident when looking for a river route to the Indian ocean.

I just looked up Kaufmann because I was intrigued by the German name in Russian service and good God this man had a complicated family tree and history. His mother had like 3 English surnames for some reason too.
